The 2017 Tax Reform and Reconciliation Act and its creation of Opportunity Zones provides the perfect incentive and framework for investors to get involved in helping underserved communities. It provides the opportunity for investors to Do Well while Doing Good.

By investing in the Propel Opportunity Zone Fund, investors have the opportunity to Do Good by promoting economic growth in underserved areas, and to Do Well through returns on investment, plus potential tax benefits. Potential tax benefits include: (i) tax deferral through 2026 for capital gain invested, (ii) elimination of up to 15% of the deferred capital gain, and (iii) potential elimination of tax on new capital gains achieved during the holding period.

Also, unlike 1031 exchanges, capital gains invested in a qualified Opportunity Zone Fund do not have to be real estate related, and an investment of the capital gain does not require investment of the original capital base.*  We are sure you will agree that the Opportunity Zone Fund provision is quite different than anything you have seen.

Chairman, CEO, and Founder

J. Frank Austin Jr.

With over 20 years of experience in real estate, finance and construction, Frank Austin is committed to providing consistent, strong returns to investors while empowering undeserved communities through strategic development that contributes to neighborhood revitalization and job creation.

Frank is passionate about this mission and has invested countless hours in community development and outreach programs, including developing neighborhood revitalization strategies, and creating and presenting workshops to help residents better their communities and lives.

In 2015, Frank became the 22nd man in the nation to receive the iconic “Iron Eyes Cody Award” presented by Keep America Beautiful.  As a dedicated Community Developer and Real Estate Investor in blighted communities, Frank continues to strive for excellence as a perpetual task. Based on Frank’s zeal for service, he was awarded the prestigious Jacqueline Kennedy Onassis National Nobel Prize Award for Outstanding Public Service benefiting Local Communities. He is also a recipient of the Presidential Lifetime Service Volunteer Achievement Award.

As a hands-on leader in multiple communities Frank continues to broaden his horizons through investment, work, and service, and seizes every available opportunity to help those in need.  Frank believes in “teaching people to fish as opposed to giving them a fish,” providing opportunities for people to improve their own situations.  Frank is a devoted father and is well-respected at home and in the community.

Chief Operating Officer, Co-Founder

James F. Austin III

Along with strong leadership skills and a strong commitment to enriching lives and communities, James brings to the Propel Opportunity Fund a strong background in finance.  

As CFO of a Georgia school district, James oversaw a $15 million investment fund, served on the finance council for a $40 million construction project, and assisted in issuing $7 million in General Obligation Bonds.  Through his financial stewardship the district gained an Aa2 rating from Moody’s, which enabled the district to receive favorable terms on their bonds.  James is proud of the fact that through combined efforts, the team was able to create tangible financial solutions that provided lasting, economic change both to the school district and the community.  

Devoted to community building, James has volunteered over 4000 hours of community service, and like his father, is a recipient of the Presidential Volunteer Service Lifetime Achievement Award through the office of President Trump.  James received his BA in Finance from Morehouse College in Atlanta, with a minor in Sales.  James is a devoted father and active member of Kappa Alpha Psi Fraternity, Inc. He volunteers on the board for several organizations and is revered as a Renaissance Man.

Senior Vice President

Jon Dunn

As Senior Vice President at Propel Opportunity Fund, Jon provides leadership to the acquisitions, development, asset management and capital raising teams. Jon’s background includes over 20 years of experience, including three years as Head of Real Estate for a private investment firm, 5 years as Director or Manager within the real estate division of Wal-Mart Stores, 5 years in commercial appraisal / analysis, and 12 years in real estate brokerage. Jon’s work has taken him to 40 out of the 50 states, and his diverse experience includes both direct and team leadership roles in acquisitions, disposition, analysis, asset management and brokerage over a wide variety of property types ranging from institutional quality office and retail to residential development land, farms and ranches.

A graduate of the University of Utah with a BA in Political Science, Jon has also completed advance course-work through the Appraisal Institute. He and his wife, Amy, are the parents of five children and one granddaughter. Jon is active in church and community, and one of the many things that drew him to the Propel Opportunity Fund is the company’s emphasis on doing well by doing good within the communities served. Jon is a football fan and enjoys watching and attending games when his schedule permits, as well as hiking, barbecuing, water sports and spending time with family.

Kristin Kelly

Chief Legal & Financial Officer

Kristin M. Kelly CFA, CPA

Kristin Kelly graduated from Hofstra University with a B.S. in Accounting and Finance, and Masters Degrees in Taxation and Finance. She Obtained her Law Degree from NYU Law School, which provides a unique lens in performing financial analysis. She is able to apply tax law and finance to ensure Propel is making sound decisions. Kristin has over 15 years of in-depth experience in Financial Planning, Forensic Accounting, Risk Management, International business, Financial Analysis, and Accounting and Tax Law. 

Fund Developer

David R. Sillaman Jr.

David’s background includes over 15 years of experience in Private Equity, Mergers and Acquisitions, and Leveraged Buyouts. Most recently, David has developed over $3 Billion in active Qualified Opportunity Funds through his firm, Eazy Do It.  He is well-known in the Opportunity Zone Industry and is considered an industry expert. David is a strategic partner in Propel Opportunity Fund’s long-term growth and ensures that the fund is strategically positioned to provide maximum returns to investors.

Comptroller & Tax Officer

Kristinia M. Stiltner

Kristy is a graduate of St. Leo University with degrees in Accounting and Business Management. Kristy is responsible to ensure the company’s tax structure provides tax savings to the investor. Additionally, her extensive experience in financial statement analysis and preparation ensures timely and accurate reporting for the fund. With over 11 years experience as a Business Adviser and as Chief Operating Officer for Liberty Tax Manassas, Kristy brings extensive tax and accounting experience to her role at Propel Opportunity Fund.
